Its too bad this had to happen, but the officer was justified in this tasing. If an individual runs from the police, they are allowed to use any non-lethal (and sometimes lethal) means to effect the arrest. Check out Tennessee v. Gardner on google regarding deadly force in the event of a pursuit.
