I'm seeing a 28 second video as well. And nothing happening.
The speeding car is an emergency vehicle (probably a cop) that has used their special strobe light to turn the traffic lights into emergency/priority operation in his favor. All fault belongs to the driver that got rammed since s/he would have had a flashing red light and even all the croasswalk lights were flashing red.
The video I'm seeing here is only 28 seconds long.
