they are more dangerous when they are empty. When is full of compressed gas there is no oxygen to cause an explosion. Just a flaming jet spewing out. When you cut into one that's empty it explodes and kills. Because there us still a tiny bit of gas and oxegen enters thtough the valve when there isnt any pressure to keep it out.
