Much like the citizens arrest we are all familiar with, this new form of law enforcement involves the female body parts. Of course the only people capable of placing someone under a titty arrest would be females. Basically how it works is you give the criminal a quick slap with your titties and it is off to jail they go. Of course it will make things a lot smoother if you carry some handcuffs around in your purse.
