This happened in my home town, the people all lived, the guy was arrested and released only to get caught (about two days later) in another part of Connecticut with drugs and high. There was no target, he just fucked up lost control of the car. That's all. It was at a restaurant called Juncos. Go to google maps and look up Juncos on Harral ave, BPT, CT you will find the restaurant where it happened.
The video looks a lot worse that it actually was. This happened not to far from where I live, so I can tell you that the kid broke both his legs, and the woman broke her hip, but everyone survived. The woman who ran into the store at the end is the kid's mother. The other child is hers as well.
